What should the forwarder do when the goods are inspected

What should the forwarder do when the goods are inspected
First, why will the customs check, check what is the main content?
Inspection is an important means of customs supervision, while customs declaration is just a procedure. According to their own experience and policies at that time, the customs would carry out random spot check and control inspection on some sensitive product names, and sometimes it would clearly indicate in the control instructions what information to check.During the inspection, the box will be opened to check whether it is consistent with the declaration data, such as product name, quantity, weight, declared value and other information, to confirm whether there is tax fraud, commodity inspection evasion, HS code classification is incorrect.
What is customs controlled inspection?
Customs inspection of import and export goods can be divided into computer control and manual control:
(1) Computer control
1. Customs will classify import and export goods and set risk parameters. The higher the risk parameters of import and export goods, the higher the chance of computer control.
2. Because most of the risk parameters of import and export goods are low in some customs areas, random control inspection is set for import and export goods according to a certain probability.
(2) Manual control
1, import and export goods in the declaration or inspection release link, if the customs customs officers think that the declaration of customs declaration content is not clear, or have questions, can be manually operated in the customs computer to issue control instructions, check whether the goods are in accordance with the goods.
2. The customs (including anti-smuggling Bureau) has been subjected to manual control and inspection due to the illegal phenomenon of an import and export goods seized, which leads to the increase of risk parameters of the same or related goods imported and exported by other enterprises.
3. The Customs (including anti-smuggling Bureau) receives a message (that is, a report) that there is a problem with an import and export goods, and when the goods are imported and exported, the customs officer manually controls the goods or the Anti-smuggling Bureau issues the inspection notice to the customs field operation personnel to inspect the goods.
4. The relationship between the enterprise and the customs is not good, and the import and export goods are controlled and inspected.
There is another case that the enterprise has a record of violation of laws and regulations, the credit rating in the customs is reduced to CLASS C, D, the import and export of the goods of the enterprise will be basically controlled by computer or manual inspection.
Iii. Cost of inspection
There is a big misunderstanding here, the customs inspection fee refers to the cost generated by the customs inspection, not the inspection fee charged by the customs. In the customs inspection, the customs will not charge a cent, but the consignor and agent must move the goods to the customs designated inspection site, according to the customs requirements to split packaging, in the process of the use of terminal resources and labor costs should be borne by the guests themselves. And these because examine and the cost that produce have numerous collect fees department, and the settlement method that freight forwarder or customs declaration bank collects fees with these department is different again, some are pay cash on the spot, collect fees department can issue the charge that indicates this ticket goods, some are month settle, without separate invoice. Therefore, the freight forwarder or customs broker cannot show the inspection fee invoice issued by the specific charging department to the customer, but can only list various fees. If the customer does not believe the fees said by the freight forwarder or customs broker, they can verify the rates with the relevant specific charging department.
The composition of inspection expenses: inspection fee, tunneling fee, agency fee, Yangshan port, miscellaneous fees, crane fee, weighing fee, short barge fee, storage fee, opening fee, external management fee, seal fee and so on;Container retention fee will be generated for customs inspection during the vessel blocking period.Cargo is not easy to find the case will produce clearance charges; The above charges are calculated according to box type.In case of inspection and seizure of goods, there will be charges for packing list and tally;Yangshan after the processing, goods out of the customs to take delivery of goods according to the number of yangshan charge agency fees.Since 2011, Shanghai Port area has required that the tally of each inspected container should be changed at the tally company (change the seal number after inspection), 50/ box; There is an inspection notice in the outer port inspection, but there is no inspection notice in Yangshan at present, but the inspection invoice shows the bill of lading number, ship's name and voyage, and package number as proof.
What's the difference between LCL and FCL?
LCL inspection may be a headache for cargo owners, especially for those with relatively small value. Some cargo owners don't understand why they charge such a high inspection fee for my goods, whose value is only a few hundred dollars, less than 1 cubic meter.I'm sorry for this, the inspection does not look at the value of goods, LCL sometimes big and sometimes small, the specific costs refer to the FCL, so sometimes only a few cubic but the inspection fee is more expensive than the FCL.
5. How does the Customs carry out the inspection
Usually, the customs personnel will start from the left or the last side of the container to pick out the box, pick half for half tao, tao in the end for all tao;Check each product declared according to the customs declaration;Single product name is easier to check; If the goods are mixed with many names and the customs cannot find the name of the goods, the consignor is required to provide the packing location and shipping mark information of the products or the consignor is required to provide a detailed packing list.If the above information cannot be provided, the entire cabinet needs to be emptied and checked, which is very expensive.
Six, check whether there is a rule?
The checks, though seemingly random, are in fact somewhat regular. For example, the declaration time should not be too late, especially not on Friday afternoon. For example, the declaration elements should be detailed and clear, and the product name and HS code of the declaration materials should be unified. For example, the policy at that time, if there is an adjustment to the tax refund of a certain commodity at a specific time, then the inspection rate for this product name may be increased during this period, for fear of tax fraud. For example, on holidays, the general inspection rate will be increased.
7. What should we do if the goods in question are inspected?
Once the inspection notice is issued, the forwarder shall notify the owner in the first time. If the declaration is true, the inspection will be arranged normally. If there is a problem with the goods, they need to be careful. The normal process is that the freight forwarder will be notified by the customs broker that the goods need to be inspected, but not immediately. With the help of the schedule time, it must be clear at this time what the problems are with the goods and whether other channels are needed to avoid the seizure of the goods. Most of the customs broker if the problem is not serious words can be solved, as to the cost is how much can not say, different circumstances of the cost is certainly different. This cost is different from the inspection fee, because there is no invoice, no receipt, willing to do also depends on the meaning of the consignor, not willing to go through the normal procedures, this needs the trust of the consignor and freight forwarder.Go through the normal procedure is to assume that the problem is found, the customs will let the consignor write the situation, such as THE HS code is wrong, why it is wrong, is it intentional tax fraud, why did not do commodity inspection, etc., sometimes maybe just need to reclassify or fill the commodity inspection line;If the customs does not accept the explanation, the corresponding circulation shall be made according to the customs procedures, and the serious cases shall be dealt with by the Anti-narcotics Department
